Rising Force is definitely a lesser ougi class, although it's not enough to derail the setup.

Even moreso than in most other comps built around Fediel/Lich, keeping Rei in the frontline to link MC is a strong option since 200 max meter leads to less waste when the double strike produces two auto cycles instead of auto into ougi. It's not that exciting, though, since linking Fediel or Lich to get them to ougi takes up a lot of Rei's turns anyway.
Zechariah is a good mainhand. 600 healing per turn isn't much with nothing to boost it, but 30% defense is, even with Fediel field contributing 100% already. Since there's no need for veil here, it's definitely preferable to Sunya.
I dropped the ball a bunch with regards to meter and FC management in the second half. This is definitely a setup that'd have benefited from the patch's changes to cancel conditions. That's also another way Rei in the frontline would be useful; she can ougi for debuff count woards Black Spear.
50% is best not handled like that. While there is adequate time for summonless from 75% to tick down, I forgot that it'd also proc Lich's autonuke. Getting her killed from reflect damage wouldn't have been fatal, but having her at low HP exiting Langelaan is arguably worse since there's the risk that she might die to autos and trigger the debuff clear even if she autorevives.
