Chat Noir kit might be useful for NM250 Full Auto. Other than that, he does have good utility with buffs, debuffs and dispel x 2. Good self-steroids as well but his Passive 1 is honestly mid. They should have updated it with the rebalance. He won't beat the hyper limited staff users in water but for a ticketable I've seen worse FLBs in water (looking at you Yoda).
