The Second Years are a nice addition to any team that lacks some of the gacha characters.
Light ATK up on ougi
Veil
Charm
ATK + DEF down (dual sided, does not stack with Miserable Mist)
Strength (stamina) buff
Even if the cooldowns are a bit long and ATK/DEF Down is dual sided, it is fine. Otherwise they'd rival the "better" gacha characters.
