Motion 428 would open the door to petitions signed electronically to be accepted in Ottawa, and proposes that certified petitions over a certain threshold trigger a debate in the House of Commons. Kennedy's motion has been endorsed by respected figures and organizations from across the political spectrum, including former Reform Party Leader Preston Manning, former NDP Leader Ed Broadbent, the Canadian Centre for Policy Alternatives, Leadnow and the Canadian Taxpayers Federation.
