Using the effects of Heavy Blade, units with High Attack and Speed can effectively replicate the effects of Bold Fighter and Vengeful Fighter. Given how high speed and attack can get in the upper tiers of arena, this build is not suitable for everyone and even for those it does suit, it will still rely heavily on ally support. You're the judge of whether or not this is actually better than Bold Fighter or Vengeful fighter.
That being said, Amelia happens to be a great user of this build. So it's great for those of us who were not able to pull Bold fighter and vengeful fighter fodder, and for non armor units whom can't even use those skills.
