I thought they teleported a lot more, but I guess they don't. I counted twice, but I probably abuse Ninian a little bit more. This is not a SI friendly guide, but all the builds are budget cause I can't afford anything better. Kagero has Threaten Defense 2, and Dagger Breaker and obviously there are better alternatives. My particular Kagero is blessed with -HP +ATK so with Reciprocal Aid, she drops down into desperation range instantly which could prove to be useful if you have a -HP Kagero.
