The WWF Light Heavyweight Championship has an odd history. Originally created in 1981, it was actually used by the Universal Wrestling Association in Mexico, due to a partnership between the UWA and WWF. It bounced around the UWA and then New Japan Pro Wrestling after the former went defunct, but in 1997 it returned to the WWF, was basically a sort of afterthought for a while, and was quietly deactivated in 2001 in favor of the WCW Cruiserweight Championship being rebranded.
23 former champions square off in a badly composited Fire Pro Wrestling World tournament to decide who was the best of the best.
