I think the "online experience may vary" t&c's need to be revamped to include that any form of cheating detected is liable for fines and/or prosecution, as the people responsible are actively manipulating genuine players experience in a negative fashion. As even free to play games normally have a micro transaction economy these days, that negative impact can actually be assigned monetary value. If people are beginning to be prosecuted for their individual actions rather than just the cheat creators, the desire to cheat will quickly lose its appeal, and the billion dollar cheat industry will crumble as there is no demand.

I think it´s stupid give an explanation on how it works, it would be better to keep it secrete, this is giving so much info to the hackers devs to workaround it.
