It's not ideal, since this does still require your own Waver, and either Ox-King or him to be Bond 10. Your support Waver also needs either one.
So it's not quite budget, but it's about as good as I could make it.
You could also run double Waver and a regular BG on Touta. The extra damage means that facecards will never be needed too.
You don't need these 50% CE specifically either, so if you lack any of them, they're largely interchangeable.
