Overwatch 2 Ultimate Balance PROBLEMS!...Hero Swapping?

Is Overwatch 2 deigned for hero swapping or not? On the one hand the new Ultimate passive incentivizes hero swapping (retain up to 30% ult charge on hero swap), yet on the other the game is designed for heroes to be locked behind the battle pass for monetization reasons?

I feel like the new heroes should be in tier 1, 5, or 10 in the free battle pass. 50 is way too much

I like this idea of preserving some ult charge because I can’t tell you how many games I’ve heard “I’m 80% to ult. I’ll just ult and swap” and we end up wasting time waiting for them to ult.
It’ll definitely still happen, but I think that it’ll encourage people to swap around a bit more if they aren’t feeling like they’re providing value to the team for one reason or another on a certain hero

Now this is over reacting. I think it's just for swapping not for countering, i don't think they want you to swap it's just in case a player wants to.

Sty, I genuinely can't see how this would incentivize swapping. You don't gain anything from swapping, you just lose less now. It would be incentivizing if they rewarded you for swapping, but that's just not the case

So I dont consider the 30% ult charge "incentive to switch" I consider it being less punished for switching properly when you need to.

I'm honestly not concerned about this ultimate charge passive for all heroes, as everyone else has said, I think it'll make the game more fun to play.

What I AM concerned about is that these rather major changes are coming at the very last minute - it feels like they're still tuning the beta when they're about to release the game. It makes me feel like the launch is being rushed...

I like this change, it encourage ppl to swap more to counterpick, without feeling they are losing too much (on top of playing a hero they dont feel like playing asuch as their original choice).

I don’t think this is a contradiction at all. They want to encourage swapping when you want to or when it benefits the team. But they don’t want to force a specific pick through hard counters. This way if you don’t swap it isn’t a total loss. But also if you do swap it isn’t a loss. It’s all addressing hard counters and encouraging team counter play.

This feels like 8 minutes of hyperbole to me. They're just trying to help players if they feel like their hero isn't getting value against the enemy team and not feeling like they're setting their team back to zero. I feel like you connecting this QoL change to hero locks is a bit of a reach. Also, their statement on balancing the game around less mandatory swaps yet encouraging swaps when necessary isn't as convoluted as you said. I look back at their choice to remove stuns from many of the cast for example, as this was a quick and dirty way to counter someone in OW1, but you still might want to get off that Pharah if you're getting dunked on by two hitscan.
