Not sure how exactly I got this to happen on my end. Was told to go to Aelio to meet up for the UQ, decided to use the Ryuker, and when I arrived there was a sandstorm that rolled through. I didn't leave Central as I wanted to quickly record it and didn't trust leaving the city. Not sure it is all that important but I play on PC through Steam so maybe its just a PC bug but who knows.
